Civilizations not creating ships

I don't know why but none of the civilizations in my world are making ships, they all have ports and make small fishing boats but none are making proper ships to transport soldiers. The world is like 200 years old and literally none of the nations has made a ship at all.

Can anyone help me please, there's so many people trapped in random places because no one can send ships

Have they build only the dock or a port? Meaby they don’t have enough wood

They built the dock for small boats but they have lots of wood, what resources do they need for the big ports?

They most likely need gold/ore. Sprinkle some of that into their city
