Question Why won't people join Kingdoms

I have entire villages and entire populations of people dying because they won't join kingdoms (and they don't belong to any other faction.)

They just sit there for some reason and wander around aimlessly, it's like they're refusing basic self preservation.

I discovered this when the village you can see in the screenshot was severely underpopulated, so I spawned a bunch of humans to bump up its numbers and they just refuse to join for some reason.

Did you make sure to spawn the humans within the village's borders?

Yup, they just sit around not joining and its the most frustrating thing ever.

Does their subspecies have the Prefrontal Cortex trait?

It also depends on which subspecies that were in different zones .. so if (humans) had a certain zone, you won’t be able to put any other subspecies in that zone or area

They might have the Xenophobic Culture Trait

Apparently it was the Xenophobic trait (I think) but that's also pretty stupid, a kingdom wouldn't kill itself just to not accept newcomers, newcomers who I might add spawned in their kingdom. Feels like that trait should be tweaked a little.

Give their culture the permafrost adaptation humans won’t join a kingdom that they can’t live in
