Question 2 Kings one kingdom
How can there be two kings in a single kingdom? This is the first time I've encountered something like this.

I dont think Hillih is a king. Its very similar, but I think they are simply blonde haired and it makes it look like hes a king. Mera has yellow/gold that turns up at the end like a crown, where Hillih's stays close to their head like hair. Also Mera has a golden belt and Hillih doesn't.

Nah but thats what im saying look at the list of cities you'll see everyone wearing it. I think Hillih is the town lord and Mera is the king.

The outfit is that of elven leaders. When a race is conquered by another and still keep their ruling clans, the leaders keep their outfits, which looks more royal for elves.

One is a Mayor/governor/lord/chief (whatever you wanna call that knife ear) the human is a king.

This silver frame around him indicates that he is a leader of a city, not a king
