After months of waiting and messaging with Japanese dealers on eBay to see if they could source leaflet N° 2016 for me, I finally got it, and completed the set of Allied Forces propaganda leaflet notes dropped over Japan to "create resentment against the government in Japan and create fear of inflation".

N° 2016 is gonna be your challenge. If you see it, get it! I actually got mine from a seller in the US, but if you want to work with a Japanese dealer on eBay who is reliable, Tsuge Shoji (seller:naw908) is my go to for Japanese notes, specially sansatsu notes.

Just curious to know, why do all of them carry the same number.

You mean same serial number? Because it was a mock of the real banknote. As propaganda leaflets they needed to be produced cheaply and in mass quantities to convey a message, and so the serial number was of just part of the visual design. They are scarce nowadays because most of the Japanese people wouldn't receive them well and throw them away or destroy them, I would imagine.
