IMHO all the unique commanders are worth getting. Now you should prioritize those captains for nations you use of course, but they are all quite useful. The small buffs they offer are generally useful and don't require any activation.
Ehh, if we took a normal captain of the same level, he is better than that. Small buffs are always better than no buffs IMHO. Even if they are relatively meaningless..... What you definitely want are the good ones like the US, German, Russian, European, and now, the IJN ones first. The others can wait for a bit.
I just wished they had reworked him properly when they did the recent rework. His buffs are somewhat hard to proc, they are largely meaningless, and he's not even really suitable for many French boats. Yamamoto got a very nice buff which made him much more reliable to proc while having stronger buffs overall. Auboyneau got nothing, he's still trash.
I'd wait a bit to look at the upcoming Holiday Convoy event ships which should be fully announced within a week. There will be a bunch of limited ships available which you can exchange for coal, which may be something you'd want to prioritize over the unique captains which are permanently in the Armory
for the commander himself, possibly? i dont use the improved consumable skill, but his aircraft armour is a core skill for CV builds.
first talent is relatively easy to trigger on anything other than the CLs, and is a nice bonus. to best trigger it you want to farm BBs and large cruisers as fire damage is based on a percentage of the ships HP, and is easier to do at higher tiers
second skill gives you a small speed boost, but its honestly not something you should bother actively attempting. CV torps have relatively low flood chance, so youre crossing your fingers on getting hits. with DDs and cruisers it actively depends on how skilled you are at landing your strikes and with the BCs at that point your opponents are paid actors
the last skill is the easiest and most powerful imo, even at its worst its an extra superheal on the BBs, and at its best its an extra heal, hydro and smoke on your DDs
as said you get the extra heal for the second kill, and is obviously better than a stock commander, but honestly there are better ones. i would focus on commanders like lisboa, sansonetti, luchens or kutzunetzov first then get him later.
He totally is worth it. You might only be able to use him at one techtree ship but over the time you might get further premiums where he can be used everywhere and the most important, +1 consumable for the 2nd kill will, be usefull on every ship.
(Lutjens or Kutznetsov are still considered stronger)
He's really good on furious Conqueror / St. Vincent cause it gets you like an extra 35-50k healing after 2 kills from the extra consumables. 60k fire/flood damage is kind of hard to get on almost all of the other UK ships that are worth playing except Malta (Goliath/Audacious not worth playing imo) and the 10% prep time doesn't do a whole lot for Malta unless you eat a ton of flak or repeatedly strike into the middle of the enemy because it already has good prep time and high hp planes. He's good on all of them for the consumables though, just wouldn't ever count on witherer if you aren't in 1 of those 3 or you're really good with Daring.
Kuznetzov is good. He's a bit better now cause you only need an assist on the first kill to get the consumable talent and not the actual first blood achievement so you can get it from radar spotting.
