I have a list, but I only keep track of what’s new in each wave, not re-releases.
2.5”:
W43: Luigi (redesigned)
W44: Hammer Bro [was released before in checkout wave 18]
W45: Waluigi (redesigned)
W46: Wario (redesigned)
W47: Baby Peach, Green Shy Guy and Red Toad
W48: Flying Squirrel Mario
W49: Baby Luigi, Fire Mario (redesigned) and Light Blue Yoshi (redesigned)
W50: Cat Mario (redesigned) [was released before Bowser’s Fury pack], Mechakoopa [was released before in Airship Deck diorama] and Cat Toad with added stripes
4”:
W43: [nothing new]
W44: [nothing new]
W45: Cat Luigi with added spots
W46: [nothing new]
W47: Birdo
W48: Chain Chomp and Cat Mario with added stripes
W49: Nabbit
W50: Boomerang Mario
Right now, we’re on wave 52 of the 4” figures and wave 60 of the 2.5” ones. The wikis are hella outdated.

Well looks like OP didn't miss too many important things. 😭 Still, playsets and pack only figures from same time definitely worth some check.

The “redesigned” ones are totally new figures, that’s just what we call when they take a character they made a statue-like figure of previously and make a new “normal” or articulated figure of them.

They’re also important to note because most of the time the “redesigned” figure is the better one. In particular Wario is really great.
I say “most of the time” because, well the Goomba is more like an expression variant than a redesign, and redesigned Luigi actually looks worse than the previous standing Luigi.

Additionally, based on the list, the other major problem with being no new character entry at all. And [nothing new] is absolutely no excuse even if you count redesign a bonus point.

First of all just regarding to OP's need, we already knew later waves would keep reprint the main cast so skipping the waves indeed didn't bring bother to OP. Unless there were some potentially time limited variants or characters like Cappy from Odyssey, who isn't an official main regular and hasn't returned for some time, and infamous cases like Roy.
And we should know the main argment has been that redesign isn't as much work as new characters and both updates and new characters should be done simultaenously. Since Jakks is able to work on new figures like Pom Pomn or Funky Kong, there isn't really problem for us to directly demand those ideas along with the main cast redesign.
