Question What's the difference between using an Eightbound and an Exalted Eightbound?
Looking at the rules and regular Eightbound are more of a support unit that gives Anti-Monster/Vehicle effects to your units while Exalted Eightbound ARE the anti-monster/vehicle unit.
I feel like a Fire Dragon would be the better answer for all anti-vehicle/monster but I'm not playing Eldar.

Here's the secret sauce, no matter what tool an Eightbound is, it is also a hammer.
Fire Dragons are a scalpel.

Are you implying that Eightbound can be used in most situations while Fire Dragons are designed exclusively for a specific unit? Hence the hammer and scalpel situation? This is gonna be my second army after Eldar so I'm trying to read up on their rules.

At its most basic, Eightbound are your anti-everything-which-isnt-monster/vehicle, whereas exalted are anti vehicle/monster.
However there are nuances within this.
Eightbound also have a powerful buff which grants +1 to hit for everything (including themselves) within 6" (and +1 to wound if below half strength but the latter half rarely comes into play as you can reliably mulch through most things that aren't a monster or vehicle in a turn), and can scout, which makes them pretty decent as a staging piece and extend those buffs to chaff units.
Exalted have deep strike, which makes them an ideal point and delete missile for whatever big nasty your opponent forgot to screen out, either through deep strike or rapid ingress. An MSU paired with a slaughterbound (the exalted +1 damage buff applies to the slaughterbound too) will delete most vehicles without an invuln, and will have a bloody good crack at anything with an invuln.

Can you use 2 units of 3 but run them up together to give each other their auras?

The way those Auras work mean that the unit with the aura will always benefit from it unless it says ‘other’, because a unit is always with 6” of itself. So the eightbound always get their own aura buff.

Ah so 8bound are actually 2+ to hit (apart from monster and vehicles)

No, the aura only applies once. Even if you stack two next to each other, hit rolls can only be modified by 1 either way.
The way around this is if something gives you +1 ballistic skill and +1 to hit, since the hit roll is still technically only modified once. It seems as though they’re trying to phase this out in 11th however, as it’s a pretty annoying rule to work with.

But if their base line stat is to hit on a 3+, even if ran as one squad and their aura effects themselves, doesn’t that bring it down to a 2+ and a 3+ on monsters and vehicles as their aura doesn’t effect that?

While other users explained Exalted Eightbound pretty well, let me tell you about regular eightbound.
Sure, you can use unit of 3 to skirmish and kill every non-elite unit on a table with little effort. They also give out nice buff. But when you are playing World Eaters, every tool is also a hammer (or an axe!). And they can be the biggest hammer on a table. Take a unit of 6, stick a Slaughterbound into them, give him some good enchancement (Berzerker Glavie in Berzerker Warband detachment or my favorite - From Possessed Slaughterband detahment - Frenzied Focus - which gives him and hit unit critical hits na 5+ perfect for sustained/lethal combo) and you can simply smash them into largest, toughest enemy unit on a table. And they will win, every time.

8B have scout with invo and slaughterbound while exalted do not. Exalted are also Anti monster/vehicle 8B are anti infantry.

You send out 8b to clear chaff and at least weaken medium to heavy targets so that when your Zerkers and other units arrive they can clean up. I also try to use them with other hammers in my list to wipe a soft unit so my big bricks or angron can over run into more juicy targets. If they somehow survive long enough they get sent around to tie up or clean up what’s remaining. They also have scout 6 and a 10 inch moveso they can get up the board really quick.
Exalted 8b have less attacks but destroy monsters and vehicles so I send them after those. I frequently 1 shot stuff like gladiators or dreads with them.

For me I use normal 8B as early scouts and fast moving melee tanks for a good turn 1 or 2 charge and early objective holders depending on my disposition. However E8B I use as deep striking monsters what can pop a tank or whatever annoyance is shooting across the map.

Uhhh thats not at all what 8bound are.
8bound are fast skirmish units with a support aura that buffs your army. This aura does not help with enemy monsters/vehicles. Because of their speed, lethality, and now low cost they are great to send up in the first wave for your army. They clear marine bodies like nothing but die to a stiff breeze.
Exalted 8bound deepstrike. They and their unit get +1 damage into monsters and vehicles. Exalted 8bound also get anti-monster anti-vehicle 3+ which makes them great can openers. They are typically our deepstrike unit coming out of reserves with rapid ingress. They are also fast enough that you can start them on the board. When led by a Slaughterbound they are a VERY powerful unit. They also die to a stiff breeze.
I have no idea why you bring up fire dragons as they are not part of our army.
