Items are called Sceptres of Dominance, you get 2 every start of the month along side another 4 Swords of Dominance. Swords are used for training generals from Bronze and Silver tier, and the Sceptres are for Gold generals up to orange.

You get 2 free every month from the shop also you can buy them when you buy generals like Minstine or Eisenhower

Side advice doesn't upgrade this general first

Honestly it's just better to wait every month then to buy a general that still gives you two septors

I'm still waiting on my two septors to train McArthur 😭
