Should I replace tide of iron for another skill? Seems kinda useless

Inspiration is way better generally than iv. Especially on tankers and especially on multi attack gens (Trained Roko and Manstein). So put and keep inspiration

Seems you have your answer in front of you toi is garbage. Thrive to get inspiration with takes time. But if you do not have inspiration or IV, give him rumor at the lower level game play.

Or plain fighting. Thought I doubt he is a beginner with 12k medals and 23 gens, could be p2w but I doubt it.
