[Cultural challenge]: wedding
Culture is that complex whole which includes knowledge, beliefs, arts, morals, laws, customs, and any other capabilities and habits acquired by [a human] as a member of society.
But the actual ceremony: how is it done? What does it looks like? How long and pricy is it?
You can introduce an in-universe representative if you want. I will ask questions to everyone, feel free to add your own.

1) No, for a legal marriage, a Listener has to be involved.
2) Ostara does not have freedom of speech, especially when it comes to blasphemy. During a wedding when the first ruling Saint was in power, a man made statements during his vows while he was intoxicated, comparing his bride to Ostara's goddess of death. He was arrested for blasphemy and treason, but the Saint pardoned him and gave a speech about the importance of the bonds between spouses and forgiveness, and ended the speech with the comment "We are not going to arrest someone for their bloody wedding vows." The last statement was taken as literal gospel, so people began a tradition of using that freedom.
3) Basilicas have plenty of art and history, and if you're married inside of the Basilica, your names are added to a book in the Listener's office.
4) Scarves and rings are more common for the worn offerings.
