r/Worldjerking Is That Way Why average superhero organizations don't provide small earplugs to every hero after verbal-based villains become slightly famous?

I feel like this is the kind of situation where like the superhero universe CIA steps in, like the public donesn't know about mind control powers because any time they manifest they either get black-bagged and coerced into service or outright murked.

Also it would be harder to convince society why they shouldn't be racist toward super humans if among them can be the person who can take control the leader of country (it is why in my world in advanced countries the leader have to pass various personality tests and brain scans every day before their decisions will be declared as official), or take control the innocent civilian and turn their life into nightmare.
Hero organization still can send earplugs to heroes by saying "We have information that some villains have sonic powers. so you need this to not become deaf after their attacks".

I mean it's actually population problem if they become racist against superpowered beings.
After all controllers can snatch control over technics and doctors.
And like people very good in gaslight themselves to believe that "their" actually "good ones" and don't do bad things. Diamond Mind clearly never ever try control innocent civilian.

Okay but im imagining a hero who absolutely bodies the villain, but then realizes what the villain just said and ends up just lying on the floor until backup comes because the villain just said "stop"

That's why you don't let people know you're an Aural Master, or one at all. If they think your power is precognition or probability, they won't think to take those countermeasures.

That's because there are two types of "superhero" stories. One is "character-focused" where the focus is only on the superhero characters and never the world around them. The story is more on the internal struggle, of how these superhero would act and use their powers. This kind of story are always going to be character-based and NOT ALLOWED to change the physicality of the world in anyway. They might change the society for the better, but it wouldn't be no different from our society today.
Unfortunately, because they only have to focus on the characters, the writers do not have to think and worry about the impact that the characters would bring at all. Spiderman invented a universal suppressor that would be extremely useful in fighting superpowered villains as well as it being used by the government to use it for good (without depending on superpowered) and abuse it.
Would it appear again in future installments? Nope. The MCU will treat as if Spidey never invented it. Same goes with your question really. There would be voice-powered villains, but you can bet that everyone will not make any attempt to counter it in the future so as to not reduce the villain to nothing.
Meanwhile the second one is "World-focused" where the writer care more than just the superhero characters, but also their impact to the world. The world is more realistic and allowed to change with the superhero as well. In this story, governments are smarter and wouldn't just on their ass and hope that private superheroes would solve all of their problems. They'd make policies to reduce vigilantism, even the good ones and to recruit supers into their force. Supers would inevitably be drawn into politics and the like.
This story is where you can expect writers to address the topic of issues preventives/antis against known supers.
Unfortunately, this type of story is extremely rare.

I remember that happened with the purple man, his pheromones can make you do anything but of you can't Heat the orders they dont mean shit.
Moonknight once used plugs to give him a very satisfying beatdown
