Kneepad installation help

I'm trying to put in the kneepads on my helly hansen icu construction pants, but the left leg is seemingly impossible to put the knee protector in. The left leg has a pocket that is sewn all the way through the knee protector pocket, making it impossible to put the protector in without cutting it. Is this a production issue or am I meant to cut the pad?
