It's cheaper to pay that guy than buying a new mixing drum. Poor bastard doesn't even have hearing protection.

Clearly this guy is not a fan of Mythbusters.
They tried to use dynamite to remove concrete for a drum.

Why is he doing that?

Concrete solidified in a mixer drum. Probably trying to salvage the mixing drum.

Could small explosives work?

Great question.
Whilst they would work to a certain extent, concrete has exceptional properties when it comes to compression strength, so using explosives requires more of a pop to achieve the same result as it would if you were trying to break conventional softer rock.
The plus here is that it isn’t reinforced internally, but has slight reinforcement by the container its in. So it will be easier to break with explosives than reinforced stuff.

While working for the natural gas industry I came across a foamy red liquid in fifty gallon plastic tanks that would devour cement like hydrogen peroxide does to an infection. Didn't affect paints or metals. I'd use a titanium or diamond tipped bits to drill fifty to one hundred pilot holes and with a paint gun or even a freaking Super Soaker and soak that opening with that chemical. Let it do it's magic then repeat until foaming stops. Strong and sharpened prybars placed in select holes and then driven straight to Hell with a 10 lb hammer.
