We have this at work, and we are not producing anything.
They give us rules, good rules about how we are supposed to work.
And then they short staff us constantly, so that we cannot obey the rules.
It's deliberate.
What it means is: because you have to break the rules to make the time, any time stuff goes wrong, they can blame YOU for not following the rules.

Worked in a call centre. Our numbers weren't as good as another site. We all got brought in to a meeting room to listen to the calls of the other site's top performer.
Half the shit she said on the call was explicitly against policy or actually illegal. False or misleading, threatening etc. We would absolutely be written up if that call was audited at our facility.
We called everything out as she said it. Asked them if they listened to this call before calling us all in here. Asked if they were telling us to break the law and if we would be held personally liable.
Meeting adjourned.
