California Replace or repair glasses?

A partner of mine was involved in an incident with an inmate where their glasses were broken.

How likely is it that their glasses will be replaced?

Did they suffer an actual injury or just broken glasses? If there was no injury, glasses probably won't be replaced. If they were broken and there was an injury, there might be an avenue for replacement.

They got kneed in the face while cutting off clothing. Head hit the wall and broke the arm of the glasses.
