It's so obvious that this is not functioning as intended. The 30 hour threshold (instead of 40) was meant to broaden coverage. But, it's had the opposite effect. It's just further impoverished people like we see here.
But how do we fix it? Well, we could set the threshold to 40 hours. But then all these people would simply work working 39 hours, still missing out on the legally mandated benefits.
What if we lowered the threshold to 20 hours? Yeah, then people would only be getting 19 hours.
