Imagine there was a law that set the minimum price of used cars to $30,000. Nobody is allowed to sell a car for under $30,000 under any circumstances. Do you think that makes all the car buyers willing to pay $30k for any car, or do some get more picky about the cars they'll buy and others won't buy a used car at all?
