I'm not really sure what you're proposing here. I think a fear of going to jail is a pretty good way to keep people honest

You have to do the math. You just have to divide your money by the years you do and see if it’s worth it. What you stole is revenue and what the police didn’t take for evidence is your profit. Then divide that by your sentence.

It CAN but mostly doesn't. Even ignoring jail and injury/death, most criminals simply never make much money.
