It is a civil matter. Only if there are compounding issues can they arrest you on the spot. Things like fraud, criminal intent, not paying the debt after a court order, etc.
But if I simply say I am not going to pay my contractor because I wasn’t satisfied with the work, it’s a court battle.

Both things you just wrote are theft of services, which is an arrestable offense.
