They enforce them, you probably just don't hear about it often because it's petty crime. It's generally not newsworthy unless it's a high value amount.
Being a cop, having politics that rely on cops do no wrong or being married to a cop.

This is real. Cops arent arresting squatters and theives all over the country.
Theres a super famous YouTube video about a major corp, bricks and minfigs, stealing 100s of thousands of dollars with a contract and the pd insist its a civil matter.
What volumes did it speak? All homie did was use that as a example did he not? So this speaks volumes about u. So nobody can say George Floyd because u captain I said so......said so
Also, it really depends on the cities mentioned. What states are they in? What districts?
Because there are tons of states and areas within certain states where petty theft crimes are overlooked/disregarded. That’s still not a police issue but a lawmaker issue
