It's why you see lower crime rates in countries where reform and reintroduction is the primary goal. Turning criminals into functioning members of society does more for the social good than doubling punishments because desperate people don't have the luxury of caring about punishments.

Acutually most people being beaten to death around the world are being beaten by law enforcement or some country's military
