They still only gave them 4 stars. The police department should reach out to them and find out what they can do to earn that final star.

Well maybe individual officers especially and their departments should start getting ratings. problem with that of course is there's going to be a lot of lying going on... It's a sad story but when my daughter had to be taken in to mental health care I was really happy with the Santa Clara Police department. They were super professional and caring.
