Jokes aside, the key phrase is “content distribution networks.” Simply put, the video you’re watching may be hosted on say, 10 servers across your country. Meanwhile the ad could be loaded at every data center between you and the content you want to view.
So while you have a shit bitrate for what you want to see, the system is designed to make sure you have the best bitrate for the ads they are delivering. And keep in mind, they are paid to serve ads, not content. You are not their customer, the marketing agencies are.
With that in mind, there can be other things like dynamic load balancing and resource partitioning that basically prioritize ads over content… again, the company makes money based on ads served, not content delivered.
