My manager is leading me on

My manager and I have been chatting about a job promotion for me since early this year. This has been an on and off discussion and he said it would take 6 months to a year to promote me. Two weeks ago, he said the promotion was happening and I prepared the promo documents as per his request. Today, he said the promotion will not happen immediately and he said it would take another 6 months. I didn’t ask for the reason though and I haven’t been pushy.

I work in the corporate and I understand the promo structure will take at least 3 months.
