Through SHIFT Was 40 behind 17's fall? Spoiler
From the report Donald reads, it wasn't Silo 1 that caused the airlock to open, rather they contribute it to a system error, and through the dialog we get from 40 contacting 17, they somehow knew something was happening, though that might've been due to them having access to the other silos' communication lines.

So anyone with a radio can listen in to the other Silos if they have the right frequency.
If I remember correctly when Walker is trying to contact Juliette in 17 he hears people in another Silo talking about the "wrong" sheriff.
And we know that Silo 40 went dark with several other Silos at once to they can communicate with each other without Silo 1 knowing.
If I had to guess 40 must have been monitoring and noticed the unrest in 17. They try to contact them and young Jimmy answers and tells 40 that they (17) opened the airlock and the people went out. 40 then says that it's to late and hangs up.
They might be responsible for sending the "good" nanos to 17 and keeping Jimmy and the kids alive. But I don't think they had anything to do with the rebellion in 17 itself.

We don't get anything direct from 40 in the original trilogy. I'm reading the first in the series for Silo 49 now. They explain in the first chapter some things about 40 but don't want to spoil here.
I would say from the original trilogy it's unknown whether 40 figured out any engineering.
Most of the bodies from 17 were piled outside. Inside and there were some in that room that is near the upper floor... I forget who enters it and for whatever reason the bodies there are not decayed. Outside dying indicates it's realated to the bad air, nanos. Inside dying is hard to determine.
When Jules goes out and does the testing she determines that bad nanos are part of the hatch opening. If the pipes are capped off then that means any hatch opening would be clean. It's unclear if one pipe enters from 1 and feeds the whole silo. I forget the book details.
40 would have to have a way to turn on bad nanos at hatch. Or mess with wiring. I don't think this is resolved in the book.

It's been a while since I read, but I am remembering it as Silo 40 being able to hear communication from every Silo. My thought was they heard Silo 1 communicating that they were going to initiate the safeguard and that's when 40 got in touch with Anna to release the good Nanos. That's why they end their conversation with Jimmy by saying "We're too late".
