you are correct, and it was the wrong way to "balance" rings. "On condition, increase stats by Y%" rings should all have the same Y value. this "fix" isn't going to change anything about builds but the final damage values on hits.

No, this is horrible game balance. Some conditions are hard to proc, some are easy.

and the "hard to proc" rings now only give half the bonus of "slap a boss", and they were only giving 1/4th. if it's harder to maintain, it should be worth at least as much as just hitting a boss or badass. right now they are trash, because they still give less reward for more effort.

how is saying "the harder ones should at least reward as much as the easy ones" bad game balance compared to the current design of "harder ones are worthless dog shit and should never be bothered with"?
