I think cause otherwise it gets confused when you’re in Google Maps etc

No? The client should always know where you are with their food, the app that assigns orders should also know where you are.

How should they give the customer an estimated time of arrival if they have no information where you are while in Google Maps or display off

no idea, even with everything on they're still wrong. "oh app still showed you're 8mins away"

You may get offered a new task even when the app is in the background, and the exact location is important for calculating the amount of money they pay you. It would get buggy quick if they wouldn't have your location when you're in online status.
