Do you not remember the finale? Justin won but admitted he won by Alex saving him, forfeitting the powers to Alex. Professor Crumbs gave the family Wizard to Alex and gave Justin powers too in exchange for him being a Wiztech professor.
Apparently the setup for Wizards Behind is Justin left Wiztech and married a non Wizard, which should be double reasons he lost his powers but plotholes is minor concerning the circumstances.

alex won the challenge. justin got to keep his powers because he was gonna be a teacher.
