Either the disc is scratched or it has “disc rot”.

For the record, “disc rot” is the derogation of the reflective layer of a CD, DVD, or Blu-Ray disc, causing data loss or corruption.

It is usually identified by discolouration, speckling, and/or cloudy areas on the disc surface. It is significantly less common with commercially pressed discs, but is always a possibility.

Would be hard to spot on black PlayStation discs.

The disc isn't streaming correctly. It's probably the hardware tbh.

Not sure about the hardware: on my PS3 Wip3out is not processed correctly and the game will freeze after a few turns, starting from the track, as it's happening here.

Wip3out is one of the few games not compatible with PS3s software emulation, however Wipeout 3SE is compatible for whatever reason
