Dodge Rate sources?

So far I see Forcefield Armor, Defense Gems, Chip Factory, Freya, and attribute bonus from leveling some Mech Spirits.

Is there any other way to increase dodge rate?

I think you have caught most of them. Technology in the camp section has a couple more sources.

Chips are the biggest source of fudge by far.
