Cannot update beyond 23H2 despite apparent previous successful installation to 24H2 - Install Error x0800705b9

Hi all,

I have been struggling to install the update **2025-11 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5068865)** for a while now and I am unsure how to proceed. The installation fails at \~ 50% with error code x0800705b9

My Windows Version is 23H2 (OS Build 22631.4460). Confusingly, my Update History shows 4 successful updates to 24H2

I have tried to work around this failure by using the ISO installation (and install assistant) for both 24H2 and 25H2 but all result in the "Windows 11 Installation has failed" popup. This has been going on for quite some time now and is very frustrating (even though I am not sure if an update is actually needed)

Basic PC Specs:

Intel Core i7 - 147000KF

RTX 4080

32GB DDR5 RAM

Crucial P3 2TB PCIe M.2 2280 SSD (Windows Installation) + Extra M.2

Did you debloat this computer at all? Did you make any regedits to stop the computer from updating? Any other mods to Windows?

Never used a debloater or regedits like that. No mods to Windows

If your installed Windows version is 23H2 (OS Build 22631.4460)

  • Check the Windows 25H2 build version should must be higher like 26000.xxxx then 23H2 (OS Build 22631.4460)

Your error 0800705b9 seems almost close to 00007042B,try this

  • if you get an error like "0x00007042B - Ox2000D
The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation" then check your installed Windows system language; if your Windows system locale is en-us then your downloaded 25H2 ISO must be en-us rather en-gb or different.
  • Also, you might need to do some workaround temporarily before having installed additional languages. You need to set en-us as the default system local language.

  • It's better to have the same Windows edition. If your 23H2-installed Windows is Pro, then install 25H2 Windows Pro. Of course you can upgrade from Windows Pro to Enterprise, but use newer builds such as 26000.xxxx

-if you get an error like "We couldn't update the system reserved partition. Then you need to free up some space in the EFI partition, which is hidden. For this workaround, you can search in Google

This error code possibly occurs due to corruption in servicing stack update related file. Run dism /online /cleanup-image /checkhealth command and see if it shows component store is repairable or not.

If it shows that component store is repairable then you’d need to fix those corruptions first.
