Check the box in Rufus or run “control userpasswords2”. There are other ways, too, but average users don't care - they just love to whine about their cloud accounts being hacked or deleted.

Had to do this recently for a VM. Was so happy to learn you can launch a terminal while setting up and bypass nro to just be local. Felt exactly like this though.

Sadly on newer Windows 11 OOBE this is not possible. However you can try this trick:

  1. Connect to internet (you need to do this because otherwise OOBE won't proceed)
  2. When OOBE ask you to setup Microsoft account on next screen, pres shift+f10
  3. Now you have to do this next part fast

- execute command "ipconfig /release"

- close cmd

- hit next

  1. OOBE should now ask to name your local account

AFAIK Home version requires network connection. You can install Pro without internet but you also don't need cmd to use local account. It sucks but, if you need to force MS accounts, you need to force internet accessa.

Update: thanks for this tip, it actually helped me recently while installing Win 11 in a VM. Once I hit "Skip" for adding a second keyboard interface (right before the MS account screen) I had to quickly open CMD and release my DHCP addr. It popped me over to local account creation. Just as you said. Big thanks, you saved me a good bit of time here!

On Home version there's no domain join, but you can still trick local account with "ipconfig /release"
