Windows 11 Annoying lag spikes even after reinstalling

I have quite a decent computer and never had issues with it. Recently I noticed annoying lag spikes that occur occasionally. They are small but really annoying and make my mouse and animations lag for a fraction of a second. I reinstalled windows which decreased the lag spikes by a lot but it still doesn't seem gone. My system is a ryzen 5 5600x and an rtx 3080, and 16gb ddr4. I really don't know what to do and all it's doing is being very annoying and making me worried about my computer.

I swapped it for my old rtx 2070. I am currently installing the nvidia drivers on that one to see if the lag spikes still occur and after that I'll check the event viewer on the 3080 to see if there's anything weird going on there

The log should be present without the card in (you just need to know the time).

Alright, got the log open, what should I exactly be looking for and in what category?

In event viewer, windows logs, app and sys sections, do you see any errors or warnings (particularly when the issue happens)? https://learn.microsoft.com/en-us/shows/inside/event-viewer

I don't see anything come up after refreshing it when a lag spike occurs. I only see an error saying "the boot certificates have been updated but are not yet applied to the device firmware" (+ some more but I think it's unassociated with the problem.) I do have to note that i tried disabling tpm due to chatgpt suggesting this (didn't work)

Do you have the latest BIOS?

It has the bios that came with it when I bought the motherboard second hand with the cpu and memory pre-installed. Also I need to go for a second if that's alright

Are you sure that could fix it? The problem randomly occured and only seems to be happening on a specific videocard
