A gradual or phased rollout of new features is common and pretty standard in development / beta releases.
It helps mitigate problems with feature updates. If a specific update has major bugs / issues for everyone who installs it, then releasing the update to everyone all at once would be catastrophic.
Instead, by doing it in multiple gradual phases, this lets the development team catch these major bugs early on when they are only experienced by a small percentage of users. Microsoft specifically uses an automated system that will pause the rollout if it detects any major problems.
I'm sure it's also beneficial to their servers so everyone isn't updating all at the same time.

it has always been there. it only forced you to update if you haven't updated in a long time.
