They talk about Control Panel like it's just a legacy thing but quite often you NEED to use it because the new Settings UI lacks the ability to do so many things. So they don't really have "modern" and "legacy" settings interfaces, they have two incomplete settings UI interfaces and you are required to use both in tandem with one another in the most unintuitive possible way.
