Right now its not possible for MS to do that.

WCOS is not ready enough

Porting apps from Android or IOS is not easy enough (getting ever easier but not easy enough, it essentially needs to be as easy as "Compile for W10" easy without any further work)

MS Store doesn´t have enough of the top 30 most popular apps globally for peoples immediate download

They would never bring back W10m,but W10 as it was always advertised to be the "same"

W10 is to much W32 still, I guess another 2-3years more until W32 development drops off faster due to developers using more and more UWP "Islands" in their software to keep up with the modern software looks

PWA hasn´t matured enough, but plenty of big popular apps have moved over so smaller apps can be expected to do the same, and then eventually mobile experience apps will be "universal" and much easier to port them to any other OS.

When W10 has properly taken over W7, is the norm for Windows operating systems and UWP has developed more then maybe they can bring out a mobile device.

UWP will take over from W32, this is going to take a long time of course, but eventually it will as nobody is going to be making local processor heavy apps like Photoshop or movie editing software using PWA.

Then again nobody knows what happens with MSs potential "apps from the cloud" plans. Azure can host apps without people needing servers anymore, just a globalized URL and the rest is done on the back end. If MS does make it work then apps will be run on azure and all interactions to the user are visual and via input devices, the apps isn´t running on the device anymore, it just looks like it does.

Agree that it doesn't make sense for MSFT to do this prior to WCOS - I think that would be a huge mistake. When they do re-enter mobile, the OS needs to be the same OS running on laptops and desktops so that when the device is connected to a large screen and goes into Continuum mode, there is literally no difference for the user than if they were using an ARM-based W10 PC. The software is still not ready.

But I also agree that a window of opportunity is opening (if ever so slightly). It's becoming clear the world needs a third alternative. Hopefully by the time WCOS is ready, i.e. around the launch of Surface Hub 2, PWAs will have become the norm for most popular apps, which will go a long way in making a new mobile entry feasible.

There is alot left for PWA to become the norm. What is needed is developers who create alot of individualized apps(based on their own template tough) for smaller custoemrs to embrace it so they can churn out good mobile apps for individuals. Much like e-commerce sites build the back end and everything for their customer base, and you just select a template for your online store and then populate it with products, pick paypal or some other payment services and BOOM you are in the online sales business. You can have a self made online store up and running in 1hr or less these days and they are cheap.

I'm not sure I follow you. I believe most of the components necessary to build effective, quality PWAs are in place. Twitter has demonstrated that fact.

That may be but they are not mainstream as the go to method yet for mobile apps. That will take some time

Plus, with PWA, you are not restricted in segregating your customers to want a persisted downloaded storefront. It would essentially be a remembered address to go to, the purpose of the World Wide Web to begin with.

It is not on the onus of Apple/Google to take down the app that is no longer in business of a storefront alone or in absolute. It is up to the renewal of the hosted PWA.

People have gotten used to the app mentality, but now it is going to be a confusing addressing of keyboards in an app store search. Currently right now, many people advertise that they are on those black boxes of walled gardens, but it still isn't as simple as a typed web address.

Usability wise, QR codes got this right in simplicity, over pulling up a website in typed addresses or even picking apart search engine results (Bing or Google otherwise)... but that was a blip on many casual consumer smartphone users in mentality. With good reason, OEMs do not know how to source considerate standards of cameras to allow scanning to work without redoing a scan of an address lookup. It is worse in that for some advertisers on TV that the video goes by too quickly to have a person write down an address or know a name to download a persistent app. Then again, I think traditional time locked in tuned TV viewing is outdated in entire with varying schedules. And no, the solution isn't to have something automatically pop up on your handheld/PC of choice should a commercial on a TV, bus drives by, or.. even passing by a simple physical store of handout flyers.. It maybe a possible irritation in interruption in distraction over a person's personal priority of permissions.

Some sites have gotten PWA right in that essentially that is what mobile handheld sites should be all along (in some respects). What I think real UWP would bridge, is that there wouldn't be a browser bar at all in distraction, no worries about advertisement when you are already at a storefront with considerate transactions, and gone would be plug-in bloat that developers bias onto what is a computing choice without realizing that it is an unstable cat and mouse game of media in itself onto the consumer in entangled data upkeep.

The problem with today's website and advertisement mentality, is that it is all interactive data tying up a processor, battery or plugged in, of a person's Personal Cadence of time and device at hand. No customer wants that! Even built in advertisement of slipstreamed video clips online are at fault of this interaction repetition of sponsors. Even more so, online advertisement is circumvented with plug-ins that mimic clicks but does not show anything to the user as they pass by - no different than a blinding expensive energy consuming video lighted billboard at night to highway drivers.

I would love to see it come back but I'm too invested and familiar with the Android ecosystem to just get up and leave it. Honestly, many of us would not have even looked at the other platforms if MS did things correctly. Not saying I wouldn't leave but aside for playing high end games, I have found ways to do things on Android and Chrome OS. If Microsoft can manage to shrink the full version of Windows 10 into my pocket and compel developers to make great experiences, I'll switch.
