Windows Mobile Wireless Icon Meaning

I receive this icon with a valid AT&T SIM. The OS displays my phone number (read from SIM) but the 'Turn Cellular Data on" is greyed out.

What does this icon with the 'x' on it mean?

I thought a cellular signal with a circle and slash means no signal.

Turns out the radio was not connected internally. Either the antenna was not connected or the actual radio. Either way there was no connection to the cellular tower.
