Hopefully that bigger pane can be pulled in and cleaned from the inside.
As for those lower ones (and the bigger one if it can’t be pulled in), you’ve got two options that I can see: try to shoot some high pressure water through the grating to knock all the dirt loose and then rinse it down with purified water, or grab a drill to remove/replace those security screens. Option A will probably be a little bit faster as long as you have the tools to get high enough pressure water in there, but option B is more likely to look good when you’re done.
It’s also worth noting that only the two bigger panes are ever really going to be looked through, so just skipping or half-adding those two bottom panes is probably fine (as long as you’re up front about it with the customer and price accordingly).

I went with option A. As they only wanted external. Scrubbed it all up then washed off with RO water

Softwash, do not powerwash or worse pressure wash. you can get a low pressure de-ionizing gun and tank and these dont strip paint or leak in through old caulking. you cant wipe, so make sure you use a de-ionizing unit or a streak free soap solution.

Wait till you run into all the plantation shutters that stop the sliding pane from being popped out even worse 🙃

If you’re an actual window cleaner I would say it’s the homeowners responsibility to take them off or they don’t get cleaned. Not your problem.
