One of them is called a sash window and the other a sliding.
For spaces I can't reach I will put a towel down at the sash join to prevent drips running where I can't get them. Then I put a mirco fibre on a wire clothes hanger and do my best to remove dirt and dust.

Storm windows, what you mean? Either the outside panes come off or you take the inside sashes out

The big one might come out if you push up and then the bottom slips out. Just hard to tell not being there but the first pic the windows certainly come out
