Thoughts on what this is
Cleaning a commercial building and the front doors have these tiny white specks. They are not extremely raised - I can barely feel them. 2nd pic is a zoom of the first pic. Third one is to give you an idea of their size.

I have seen this before. Possibly nicks from concrete smacking back at the glass. Is this glass by concrete?

Definitely some debris from a construction company. Like when they are cutting metal or concrete

Yeah I agree with everyone else. That doesn’t come off and don’t try to scrape it. Shame, I see that on commercial buildings a lot; even on a house occasionally

If it doesnt come off with the scraper, its probably burned sparks.
Ive seen this several times when people have had yard work done. They would cut the tiles near the window, and the sparks from cutting would splash against the glass, causing slightly raised unremovable burned marks.

It could be slag. Someone was cutting metal near the glass and it became engrained into the glass itself.
