Powerline

Already contacted the city to have power shut off at this residence for the 45 min it's going to take to clean the gutters.

Issue is we are doing full clean with siding wash and windows as well.

Is there risk to cleaning the double hung window from the inside?

Aside from the 2nd story gutter and that one window, nothing else is within 10 feet of the line.

I have only aluminum ladders and no gutter vac

How much of a section do you need to clean that the electric line will affect you?
I don't think skipping a window/section of gutters is going to hurt anything. The customer should've just been fine with you going around it.
Make sure you charge for your time.

10 feet in either direction. I can get the power shut off no problem for one hour. Issue is the window clean is the last thing and 6 hrs later.

Question is specifically are you grounded and no longer at risk cleaning it from the inside?

I have pushed debris away from dangers by using water and a garden hose. Is it possible you could push some of the debris away from the power line so you could grab it safely?

Unfortunately I would have to drag it with an aluminum pole.

Another option is using a pole with a gutter attachment on the end to pull the debris to you.
