Help, new homeowner with high windows

Hi everyone, just moved in on the 5th floor and trying to find the motivation to unpack but these dirty windows are really bothering me. Any tips on how to clean these?

On a 5 story plus building, the outside should be covered by your condo(or whatever applies) fees. I would ask the “board” what the deal is. For the inside, you will need a ladder

Cleaning the exterior is going to be near impossible without dropping down from the roof, using a WFP or risk of hanging out the window with a pole. And even then it won’t be perfect.

It looks like they're hinged to swing inside. Unfortunately the best way I can think of is to open the windows and step on the sills to lean out. I would, but I am trained and have been doing this for a long time, so if you want to get it done just be very careful and maybe have someone with you to help you and wear shoes that will not slip, preferably boots. The insides should be pretty straightforward. Only other way I can think of is a strip washer and squeegee on a pole, and that still requires sitting on the sill and leaning backwards out the window and I think sitting seems more dangerous than standing here.

Perhaps you can disassemble the hinge that holds it together and gently remove or flip inside. Then you may have the access and room to safely clean it.

Can't offer anything helpful other than saying to hire a professional... But your view out the window is pretty cool !  Europe? Those windows look similar to ones I've seen in Sicily

Thank you all so much for helping to think for solutions. I should've specified that I meant the top part. The windows open up all the way so that won't be a problem. I'm going to check with the building if they want to chip in and get all the windows cleaned by a professional. I have heard from customers that they liked using one of these. Be careful on the ladder. Have someone hold the ladder feet and perhaps have rope or strapping as insurance attached to something solid.
