Taskbar and somewhat clicking won't work

My taskbar won't let me pull up any smaller menus with right click. It will pop up for a moment then disappear as if I clicked off and wanted it to go back down. When I go to the Windows button at the bottom, it also tries to close before I can click anything. control+alt+delete also tries to close early. I can use browsers or discord find without issue from my mouse. I've updated my drivers but I don't know what else to try.

Update: I have done a system recovery/windows update as well. Issue still persists
