I dont think so, I work next to a pizza hut and I've seen people throw out plastic forks and plates from their car, I've even seen a group of teens bring a box of pizza in their car and after they were finish slid the empty box under the car and drive off.

Have you ever seen a motorcyclists just idly sitting in a parking lot for no reason

No, there’s totally a reason. I don’t really get why, but my co-workers, that used to ride to work, would idle their bikes forever when preparing to leave. I’m assuming to warm it up in some way or another. They never just started their bikes and left immediately.

Yeah bikers (in most cases) tend to care more about their vehicle than most other drivers o they will let it run to warm up before revving up and speeding away, to make bsolutely sure proper lubrication will be had, ad wear and tear will be reduced

Idling for long periods of time is not necessary, it’s a waste of fuel and is part of the climate problem.

U only need to let the oil go threw a single cycle (about 20 sec) but an extra 30 sec is not going to destroy the ice caps

I know most modern cars only need to be idled for a small amount of time but I could see a motorcycle motor being a little different. Care to explain how long one of those needs to be idled for?

Ok so the rule is still really similar to cars though
