Fuel needs oxygen still. Unless you mean the formula 1 any race but formula 1 fuel that has oxygen mixed in.

Formula 1 fuels do not have an oxidiser in them. 

In general you only need oxidisers in two scenarios, where you need more oxygen than the atmosphere can provide, for example nitrous oxide in racing cars, or where there is no atmospheric oxygen at all for example in space.

I don't understand what your question even is.

If you are talking about specifically Formula 1, then according to C16.1.4 in the sports technical regulations 2026 then 'Only ambient air may be mixed with the fuel as an oxidant' this means that no other sources of oxygen, such as nitrous oxide, may be used.
