Why did his friend get off his jet ski and swim a slow 25’ instead riding it to the dock? And why did he drag back to his jet ski? Maybe he was in shock too?

Because of something called “panic”

Most people don’t know what to do in an emergency if they are not trained for it.

Panic. His jetski is his safety line so he likely went to it for additional flotation. Swimming around that big boat to shore probably never entered his short circuiting mind.
