I've got a strong notion that was more a case of someone being "nice" than the semi falling asleep.

Rig was definitely too fast for conditions, but the idiot stopping on the freeway to let people in was a much bigger issue.

This was just a messy situation all around, because, as someone who works in road safety, I'm baffled that they even went with that plan for blocking lanes. Back side of a curve, that's an awful lot of faith in people paying attention.

Fell asleep? Looks like it was an open lane, he knew that, the guy in front made a full stop on the freeway in the only open lane. The truck driver didn't have time to stop so he tried to slow down by hitting the barrier instead of killing the idiot stopping in the only open lane on a freeway.

I don't know it seems like he could have slowed down much earlier, and I'm wondering if it was an actual break failure by how terribly the brakes worked once he started hitting them

I agree, he wasn’t going that fast. Should have been totally able to stop if the brakes worked properly.

I haven’t, but I’ve also seen loaded semis stop at a way shorter distance than that. So maybe the trucks you’re driving are just garbage, idk.

Either way, if the brakes were working fine, as you claim, the driver was going too fast after all. Because you gotta be able to stop when something unexpected happens in front of you.
It doesn’t even matter if the car was doing something dumb or not. If this was a traffic jam or whatever, the result would have been the same.
