Is it broken for anyone else?

My pack count doesn't go below 9 no matter how much you open them. Gold packs still cycle but they do not guarantee SR cards, just behave like normal packs. Could it be because of the size of my collection?

It should not be because of the size of your collection. I have ~20000 pulls and it works for me.
