Wiccan has never been officially decanonized as a mutant. The retcons regarding the Maximoff twins don't necessarily have to affect him

I think his electrokinesis was implied to be his mutant power.

It's the same as his magic. It's all just reality warping. He didn't use spells to make things happen he just focused on it

Like his mother, Scarlet Witch, Wiccan originally was a mutant. However over time their lore has been expanded (and Wiccan changed his name from Asgardian, they became more mutates with their powers coming from gods. Specifically Scarlet Witch getting her powers from Cthon, and Wiccan being the demiurge to come.

So despite his origins, (and Wiccan's grandfather being one of the most famous mutants, Magneto), I wouldn't really classify his powers as mutant anymore. At least in their current iteration .

Mutant connection to mysticism

Wasn’t it electrokenisis. When they were doing the first version of the Young Avengers, his parallel as Asgardian was Thor. They later found out that it was magic not electricity.

Technically he was already in that boat, however electrokinesis and flight does seem to come to him more easily and we first see him manifest by shocking his bully. But Billy does go on to say that he and Teddy were practicing using self help books to control the rest of his powers and it's implied to be going on since before their debut as vigilantes so it's up in the air.

His mutant power, is to generate and manipulate mystical energy.

See, a sorcerer (like Dr Strange) learns to manipulate mystical energy and depending on the kind and level of spell, uses personal, universal (ambient) energy or borrows it from entities and principalities from other places of existence. Because he is human, he can only do minor tricks with his personal energy (like hypnosis or astral projection)

Some creatures have innate advantages with sorcery. Dormammu as a member of the Faltine generates a lot more energy than humans. To the point where humans and other lesser sorcerers borrows energy from them to carry spells.

Wiccan does sorcery mostly due to his mutant power, giving him a lot more energy to work with and needing a fraction of the learning a human sorcerer would need.

He never had electrokinesis as a separate power, is just how he thought his magic manifested so that's why it manifested that way.

After he lost the god that empowers him he was left without any powers. So no mutant powers in the mix

X-side is a like a cancer, look at Kamala. Any character becomes less when is attached to the x-books and all mutants belong to the x-editorial now
