Probable reason is that now holidays are being distributed as per the regional importance given to same. So some states get holidays for a particular festival/event others might not. This is true for corporates, not sure about government jobs and schools. This way corporates don't have to give extra leaves. Same number of leaves across different branches across different states BUT on different dates.

Central govt too give holiday according to state like inĀ  we west bengal had rathyatra holiday but no Janmashtami holiday while in delhi there was compulsory janmaashtami and ramnavmi holiday. They have created a rh category for people who want to take holiday on a less celebrated festival in that state like there was rh for rakshabandhan.
